Membership Rules

IRC Rules & Regulations

The main purpose of these rules is to safeguard the common interest of all users and to enable the IRC to carry out its functions as efficiently as possible.

The IRC Rules & Regulations are approved by the College management.

Any person in the IRC or using IRC services is assumed to have undertaken to observe the IRC Rules & Regulations. All other relevant College Regulations, rules and codes of conduct also apply to the users of the IRC.

(USER means any person making use of IRC materials, services or facilities).

Membership

Faculty & Staff: Faculty & staff may become the member of the IRC after getting their Staff identity cards.

Students: All the students of Dronacharya College of Engineering on their admission to the college automatically become the member of the IRC. Each student will be issued six Loan tickets with a membership card. Schedule for issuing loan tickets and membership card for the first year student will be notified accordingly.

Staff and students of other institutions managed by Smt. Anguri Devi Charitable Trust may also utilize the services of IRC on the presentation of a letter of introduction from the Head of the concern institution.

Users must hold a valid membership card before making use of IRC services. All users and others may be required to present an approved membership card at the IRC entrance and at other times if requested to do so by the IRC staff.

Duplicate Membership Card/Loan Ticket

Loss of membership Card/Loan ticket should be reported to IRC immediately to prevent its misuse. A duplicate membership card/Loan ticket may be issued after verifying the facts by making a written request with a charge of Rs.50/per card/loan ticket.

General Rules

  • No bags, umbrellas, parcels, etc. except files and books may be brought into the IRC. Personal belongings may be kept at the property counter provided at the entrance at the owner’s risk. The IRC will not accept responsibility for loss or misplacement of personal belongings.
  • Users are not permitted to consume food or drink in the IRC, or to engage in conduct or bring into the IRC any item liable to cause damage to IRC property or premises.
  • Use of mobile phones is strictly prohibited inside the IRC.
  • Users must not engage in conduct that disturbs others. Silence must be maintained in the IRC Reading Room area. Conversation and noise must be kept to a minimum elsewhere.
  • Users must not act disrespectfully or abusively towards other users or IRC staff. Users must be decently dressed and conduct themselves properly in the IRC.
  • Reservation of seats is not permitted. IRC staff may remove books and other articles left for any length of time on chairs and tables.
  • The IRC staff on duty has the right to request a user to leave the premises if found violating any IRC rules.
  • Users will be asked to vacate the IRC ten minutes before closing time and must vacate the premises when requested at any other time.
  • Users shall not damage or misuse IRC services, materials, property, equipment, or premises in any way.
  • Users must comply with current legislation on copyright, data protection, and computer misuse. Users of IRC photocopying services must comply with the Copyright Act and will be held personally responsible for any breach.
  • All persons leaving the IRC must ensure that all IRC property in their possession has been duly authorized for removal before reaching the exit.
  • IRC staff may inspect articles in the possession of any person in the IRC. On leaving, all users must produce for inspection all books and items taken out of the IRC and make an entry in the Check-Out Register.
  • IRC staff cannot undertake to locate or transmit personal messages to persons believed to be in the IRC.
  • The Librarian is empowered to withhold IRC facilities for any infringement of these rules.
  • Users failing to observe borrowing regulations may be subject to fines and suspension from further borrowing until all loans are cleared and fines or compensation paid. Fines are payable immediately and in full.
  • Users may be required to pay full compensation for items borrowed in their name that are not returned, or for any damage, defacement, or loss of IRC equipment, premises, services, or materials.
  • Users found damaging or stealing IRC property will be referred to the College Disciplinary Committee.
  • Failure to pay fines, return items, or pay compensation is treated as a debt to the College.
  • Any user breaching IRC regulations may be fined, required to pay compensation, or suspended from using the IRC for the entire semester or a stated period.

Basic Circulation Services

Loan

General books for normal loan can be borrowed out at the Circulation Counter. Borrowing privileges for the various categories of users are as follows:

  • Books
    - Students (UG & PG) may borrow a maximum of 6 books at a time for 30 days.
    - Teaching Staff may borrow a maximum of 6 books at a time for the entire semester.
    - Non-teaching staff (Below lecturer grade) may borrow a maximum 2 books at a time for 30 days.
  • Journals
    Currents issues and unbound issues of journals are to be used only in the IRC
  • Reference Materials
    Reference materials are to be used only with in the IRC. However faculty members may borrow certain reference materials at the discretion of the Principal/Librarian.
  • CD's & Audio-Visual Materials
    All CD's & audio-visual materials are to be used in the IRC. However they may be issued on specific request basis for a day or two. Academic staff may borrow certain audio-visual materials for 1 week.
  • Dissertations/Project Reports
    - Dissertations/project reports may be borrowed for 2 hours.
    - Dissertations/project reports are not to be brought out of the IRC.
    - Photocopies of Dissertations and project reports can only be made on written permission by the author or appropriate authority.
  • Other IRC Materials
    For the borrowing of other IRC materials, borrowers are to consult the Librarian.

General Rules of Circulation

  • Items loaned to a user are for the personal use of that user only and remain the responsibility of the user until they are returned to the IRC.
  • All items on loan shall be returned by their due date and time.
  • Users are requested to verify the physical condition of the book/document at the time of its lending. They will be held responsible for any damage caused there after.
  • All items on loan may be subject to recall before their due dates if requested by another user, by the Librarian. Recalled items shall be returned without delay.
  • All items on loan shall be returned on expiry of membership of the IRC. College staff and student membership expires when employment or attendance at College ceases.
  • Users for whom items are obtained through the IRC-inter library Loans service shall abide by any conditions imposed on the use of these items.
  • The IRC staff cannot be held responsible for non-delivery of IRC notices about overdue or recalled books or other matters.
  • The Librarian may lend, refuse to lend, or restrict the circulation of any item, or recall any item from loan at any time.
  • Borrowers are to produce their IRC membership cards when borrowing IRC materials.
  • No books or IRC materials may be brought out of the IRC until the loan has been recorded. Unauthorized removal of IRC materials is regarded as a very serious offence.
  • The normal loan period for books is two weeks. The IRC, however, may fix varying loan periods for different types of materials or users as it deems fit.
  • All borrowers must, at the end of each semester, settle any overdue loans before they are permitted to borrow again.

Overdue Books

Books must be returned by the due date or earlier if recalled by the Librarian. Failure to return a book by the date specified will be treated as a serious offence.

The IRC will endeavour to send overdue notices but will not be held responsible for non-delivery, under whatever circumstances.

Fines

Overdue fine levied on borrowers for books is as follows:

  • Rs.2/ per day per item for books and bound volumes of serials.
  • Rs.50/- per day per item for reference books.

Loss and Damage

Borrowers will be held responsible for materials out on loan. If the material is lost, an immediate report should be made to the Librarian to enable appropriate action to be taken. The borrower will have to pay twice the market price of the book or they can replace the book and pay Rs.150/- for bound books or Rs.100/- for unbound book. If the book is one of a set or series they may be asked to pay/replace for whole set or series.

Reference Services

IRC materials, which have been borrowed, may be renewed if another user has not reserved them. Users need to bring the books to the IRC for getting them re-issued.

Reservations

  • IRC users can place reservations for books that are on loan. A Book Reservation Slip has been made available at the circulation counter.
  • Items ON HOLD will be kept for one day after which it will be given to the next person on the list or returned to the shelf.
  • All reservations must be collected personally.
